Creating the Texas Judicial Council for the continuous study of and report upon the judicial system of the state, for gathering judicial statistics and other data, and for devising methods for the improvement of judicial administration and procedure; prescribing the membership of such council and terms of office; prescribing its duties and Powers; providing for the payment of the necessary expenses of the council and its employees and members, including certain clerical expenses of the council, its officers and committees; providing for hearings and judicial remedies to compel attendance of witnesses and production of evidence; providing duties on the part of judges, judicial officers and personnel to furnish requested information and for enforcement of such duties.
