Relating to amending and re-enacting Statutes relating to creating an advisory civil judicial council; providing that the council shall be known as the Texas Judicial Council; adding to its duties a study of courts having criminal jurisdiction, the rules and procedure in criminal trials and appeals and the gathering of statistics and the making of recommendations regarding these procedures; providing that retired judges shall be eligible for membership on the Council.
