Relating to amending certain acts creating an advisory civil judicial council; providing that the council shall be known as the Texas Judicial Council; adding to the duties thereof the study of courts having criminal jurisdiction, the rules and procedure in criminal trials and appeals and the gathering of statistics and the making of recommendations regarding these procedures; providing that retired judges shall be eligible for membership on the Council, providing for severability.
