Proposing an amendment to the Constitution of the State of Texas to provide for a unified judicial system composed of a supreme court, a court of appeals, and circuit courts, and authorizing the legislature to prescribe jurisdiction thereof; creating a judicial council and providing for the appointment and tenure of its members and prescribing its duties; providing for nonpartisan election and qualifications, tenure, and retirement of judges; providing for a judicial qualifications commission; and providing transitional provisions.
