1. Consider issues involving access to health care along the Texas-Mexico border, including, but not limited to, the ability to access providers, hospital capacity, pharmaceutical adequacy and whether any particularized training or education is necessary or appropriate.
2. Monitor the agencies and programs under the Committee’s jurisdiction and oversee the implementation of relevant legislation passed by the 87th Legislature. Conduct active oversight of all associated rulemaking and other governmental actions taken to ensure the intended legislative outcome of all legislation, including the following:
  • HB 4, 87th R.S., relating to the provision and delivery of telemedicine and telehealth services; and
  • HB 1616, 87th R.S., relating to the Interstate Medical Licensure Compact.
3. Study the impact of fentanyl-related overdoses and deaths in Texas. Evaluate existing data collection, dissemination, and mitigation strategies regarding opioid abuse in Texas. Make recommendations to improve coordinated prevention, education, treatment, and data-sharing.
4. Study current telemedicine trends by assessing and making recommendations related to standardizing required documentation healthcare providers must obtain for consent for treatment, data collection, sharing and retention schedules, and providing telemedicine medical services to certain cancer patients receiving pain management services and supportive palliative care.
5. Examine existing resources and available opportunities to strengthen the state’s nursing and other health professional workforce, including rural physicians and nurses.
6. Assess ongoing challenges in the rural health care system and the impact of legislation and funding from the 87th regular and special sessions on strengthening rural health care and the sustainability of rural hospitals and health care providers. Evaluate federal regulations authorizing the creation of a Rural Emergency Hospital provider type and determine if promoting this type of facility could increase local access to care in rural areas of the state.

2. Reduce Tax Burden: Examine and develop options to further reduce the tax burden on property owners. (Charge to a select subcommittee on Property Tax Reform and Relief)
3. Franchise Tax: Study the benefits, including the dynamic effects, of continuing to phase out the franchise tax. Consider alternate approaches to funding the Property Tax Relief Fund.
4. Spending Limit: Examine options and make recommendations for strengthening restriction on appropriations established in Article VIII Section 22 of the state constitution, including related procedures defined in statute. Consider options for ensuring available revenues above spending limit are reserved for tax relief.
5. Fiscal Responsibility: Review the budgeting format of other states, such as whether they use strategy-based budgeting, program-based budgeting, or some other approach and discuss the level of transparency with each approach. Review and make recommendations to reduce state debt liabilities, including state pension liability. Consider how to incentivize state agencies, boards, and commissions to identify and realize savings to taxpayers.
6. Coordinating Behavioral Health Services and Expenditures: Monitor the state's progress in coordinating behavioral health services and expenditures across state government, pursuant to Article IX Sec. 10.04. Identify ways state agencies that provide mental health services are collaborating and taking steps to eliminate redundancy, create efficiency, utilize best practices, ensure optimal service delivery, and demonstrate expenditures are coordinated and in furtherance of a behavioral health statewide strategic plan. Identify barriers that prevent the coordination of behavioral health services. Make recommendations to maximize use of state funding for mental health.
7. Sales Tax Holiday: Review the state's current sales tax holiday structure and determine its economic benefit to the state. Evaluate and consider the merits of any potential expansion of the tax holiday either in the application of the sales tax exemption or the timing of the holiday.
8. Monitoring Charge: Monitor the implementation of legislation addressed by the Senate Finance Committee during the 84th R.S. and make recommendations for any legislation needed to improve, enhance, and/or complete implementation. Specifically, monitor the following: 1) Tax relief provided to property owners; 2) The gradual phase out of the franchise tax; 3) Support for and the enhancement of graduate medical education; 4) Efforts of the Department of Information Resources (DIR) to modernize the technology of state agencies; 5) The implementation of required changes to state agency contracting, purchasing, and accounting procedures; and 6) Monitor the implementation of Health and Human Services Commission Rider 50.

1. HB 5 Implementation, 60x30TX/Higher Education Alignment: Monitor the ongoing implementation of HB 5, 83rd R.S., and examine current projections for preparation of Texas high school students for postsecondary education and workforce training. Examine best practices and recommend strategies to align the implementation with the 60x30TX higher education plan, including, but not limited to, dual credit, credit transferability, and fields of study. (Joint Charge with Senate Education)
2. Performance Funding for GAIs and Community Colleges: Study current funding methods for both general academic institutions and community colleges, examining current performance-based methods of funding for community colleges. Review funding methods used in other states and make recommendations on how to incorporate and/or change student outcome measures in institutional funding to benefit students and promote the education needs of a rapidly growing and changing workforce.
3. Tuition Deregulation and Student Debt: Examine and make recommendations regarding tuition and student debt at public institutions of higher education in Texas. Specifically, study how Texas compares to peer states, variance between institutions, how accountability measures can be used to impact tuition, and increases in tuition since 2003.
4. Tuition/Fee Waivers, Tuition Set-Asides, Financial Aid: Conduct a review of all tuition and fee waivers and exemptions, as well as tuition set-asides currently in law, and examine how students who do not receive the benefits of either bear these resulting costs. Study how other states treat similar populations, whether federal benefits are available, and make recommendations to ensure the efficacy of waivers and exemptions, and tuition set-asides. Examine current financial aid programs, studying their efficacy, and make recommendations on how to provide programs to meet the needs of all students in light of the recent repeal of the state's Top 10% Scholarship program and B-On-Time program.
5. General Academic Institution(GAI)/Health Related Institution(HRI) Funding: Conduct a comprehensive review of funding for GAIs and HRIs, examining whether the methodology for funding the same courses is equitable and productive. Make recommendations on how to update and streamline the current funding methods, to provide a consistent methodology that focuses on student success and innovative strategies. Include in the review a focus on tuition-revenue generating special items and formula and research funding for new medical schools.
6. Baccalaureate Degrees at Community Colleges: Study regional workforce needs in the state and make recommendations on whether metrics should be applied to authorize public community colleges to offer certain baccalaureate degrees in order to meet the regional workforce needs.
7. Monitoring Charge: Monitor the implementation of legislation addressed by the Senate Committee on Higher Education and make recommendations for any legislation needed to improve, enhance, and/or complete implementation. Specifically, monitor the following: 1) Initiatives designed to create effective, clear transfer pathways for students, including the newly enacted multidisciplinary studies associate degree; 2) Implementation and progress of the Math and Science Scholars Loan Repayment Program; and 3) The progress of the pilot program enacted by the 83rd legislature relating to improving student loan default rates and financial aid literacy among postsecondary students.
8. Teacher Preparation, Retention, Shortages: Study teacher shortage and retention issues in Texas and evaluate educator preparation programs to determine if these programs are preparing educators for the rigors of the 21st century classroom. In particular, examine the shortages of ELL, special education, and STEM educators across the state and identify the issues creating a shortage. Make recommendations to improve educator preparation throughout the state and increase certification rates. (Joint Charge with Senate Education)

Study the potential impact of medical school innovations, new practice models, alternative reimbursement strategies, expanded roles for physician extenders, and greater utilization of telemedicine. Make recommendations to increase patient access to primary care and address geographic disparities.
2. Study the various health registries maintained by the state, including the similarities and differences in reporting, consent, security, and portability of data. Assess registry compliance with standards for the protection and transmission of registry data and identify any additional steps necessary to ensure security, efficiency, and utilization.
3. Monitor implementation of the federal Patient Protection and Affordable Care Act, including any changes that may result from ongoing litigation or legislative modification or repeal. (Joint with the House Committee on Insurance)
4. Identify policies to alleviate food insecurity, increase access to healthy foods, and incent good nutrition within existing food assistance programs. Consider initiatives in Texas and other states to eliminate food deserts and grocery gaps, encourage urban agriculture and farmers' markets, and increase participation in the Summer Food Program. Evaluate the desirability and feasibility of incorporating nutritional standards in the Supplemental Nutrition Assistance Program (SNAP). Monitor congressional activity on the 2012 Farm Bill and consider its impact on Texas. (Joint with the House Committee on Human Services)
5. Monitor the agencies and programs under the committee's jurisdiction and the implementation of relevant legislation passed by the 82nd Legislature.

4. Study and make recommendations to modify the student financial assistance programs to provide better incentives for students to graduate on time with better grades, such as the B-On-Time program and work-study programs, and to simplify the application process for financial aid programs.
5. Review and make recommendations relating to the adequacy of funding for graduate medical education, including funding required for professors, facilities, research programs and students. Review and make recommendations relating to increasing the number of health professionals.
6. Joint interim charge with the Senate Finance Committee: Study and make recommendations relating to the development of a statewide accountability system for higher education that is consistent with funding strategies for higher education.
7. Joint interim charge with the Senate Finance Committee: Study and make recommendations evaluating the cost of increasing the number of Tier 1 universities in Texas. Reexamine current and alternative methods of funding regional universities, community colleges, health science centers and their reimbursement for the provision of indigent health care, and universities.
8. Joint interim charge with the Senate Finance Committee: Study the budgetary impact of legislation to deregulate tuition at institutions of higher education. This study should include, but not be limited to, a review of recent tuition increases authorized by this Act, their impact on affordability of higher education, and an evaluation of the expenditure of these funds.

4. Conduct an analysis comparing trends in funding per student, expenditure per student, administrative cost per student, and other relevant measures of comparison of the Texas higher education system and the systems of other states with which Texas competes
5. Examine methods of projecting student enrollment and projections through the year 2000 for each sector of higher education.
6. Review institutions' expenditures of funds and use of authority to set and collect fees.
7. Examine methods for colleges and universities to share critical resources using cooperative degree programs, telecommunication access to libraries, computers, selected classes, and coordinated research programs.
8. Examine means to reduce dropout rates and increase opportunities for students to achieve educational goals quickly and with a minimum of wasted effort;

3. Study teacher education as it relates to teacher certification and other related matters at public institutions of higher education in Texas.
4. Review the structure and operation of Higher Education Authorities including their actual and intended purposes and activities, along with a review of the State's statutory responsibility toward and control over existing authorities.
