1. Study best practices in instructional technology, including online course delivery, professional development, and supplementary instruction and course support. Examine the costs and benefits of these applications versus traditional delivery models.
2. Review the functions of the agencies and boards under the committee's jurisdiction. Evaluate the capacities of these agencies and boards versus their appropriate roles in supporting instruction in public schools.
3. Evaluate early childhood education programs in public schools and study the impact of different instructional and funding models on students' school-readiness and schools' operational efficiency.
4. Research and evaluate state-supported policies and programs designed to attract, train, and support effective teachers and instructional leaders, including programs designed to recruit and retain teachers in hard-to-staff schools.
5. Monitor the implementation of legislation passed by the 79th and 80th Legislatures.
6. Study innovations in state educational data systems. Develop recommendations for a comprehensive state educational system that will ensure the best available information for educators and policymakers, include unique student records that may be transferred easily among authorized institutions, minimize duplicative or onerous reporting requirements, and meed federal privacy requirements in a manner consistent with the practices of leading states. Recommend statutory changes necessary to facilitate the implementation of the new data system and to eliminate unnecessary reporting requirements. Charges: This report should address the charges below.
1. Review the role of the Texas Legislature, Texas Higher Eduation Coordinating Board, and the university systems in making changes in the governance structure of universities and implementing academic/research programs.
2. Monitor the implementation of SB 1, 74th R.S. with emphasis on the relationship established between the education and juvenile justice communities; the change in relationship between the state and independent school districts; the implementation of home-rule districts, and campus and program charter provisions; and the LBB studies on school funding special allotments and program weights.
3. Review the affordability of higher education in Texas in light of potential cutbacks in Federal student financial assistance, increases in tuition and student services fees, and recent state-funded student assistance measures.
4. Study higher education financial issues related to the projected increases in enrollment; faculty and administrator salaries; and support for research into emerging technologies and for medical schools.
5. Review educational services and training provided to non-college bound students, and make recommendations on the appropriate educational institutions to ensure that these students acquire employment skills.
6. Study the appropriate role of and relationships between the levels of education in Texas. Such relationships include elementary/secondary education and higher education, and two year and four-year institutions.

1. The committee shall conduct an in-depth and comprehensive review of the mission, organization, size, and effectiveness of the Central Education Agency. In conducting its review, the committee shall study the mission, organizational structure, and practices of similar agencies in other states. The review must include:
2. a study of the agency's success in addressing the national education goals, adopted by the President of the United States and the nation's 50 governors and the goals for public education provided by Section 35.001
3. a study of the agency's organizational mission, structure, size, and effectiveness
4. a study of the number and effectiveness of committees created under the auspices of the agency or the State Board of Education
5. identification of those functions that should be performed by the state and those that should be performed regionally through the regional service centers
6. a study of the adequacy, validity, and timeliness of data collected and published by the Public Education Information Managements System (PEIMS) as provided by Section 16.007, Education Code
7. a study of the adequacy and effectiveness of programs designed for special populations of students and for teacher and administrator staff development
8. a study of the adequacy and effectiveness of assistance provided the site-based management teams, established under Section 21.931, Education Code
9. a study of the efficient use of state resources, school district structure, and opportunities for shared costs in order to determine the best management and use of state resources and to assist school districts in determining optimal educational opportunities.
