Amending Section 3, Lower Colorado River Authority Act, as amended (Article 8280-107, Vernon's Texas Civil Statutes), to increase per diem payments for directors of the Lower Colorado River Authority from $25 to $50 per day; amending Section 3, Upper Colorado River Authority Act (Article 8280-109, Vernon's Texas Civil Statutes), to increase the per diem payments for directors of the Upper Colorado River Authority from $10 to $50 per day; and declaring an emergency.
