Relating to treatment and rehabilitation of a drug-dependent person as defined in this Act; prescribing the powers and duties of the Commissioner of Mental Health and Mental Retardation and of law enforcement personnel relating thereto; providing for court procedures; providing for confidentiality of records; preserving certain rights and conferring other rights on persons diagnosed as drug-dependent or persons undergoing treatment; providing for continued employment and retention of benefits, including insurance coverage, for certain state and local employees; protecting certain licenses; providing penalties.
