Relating to abolition of the Texas Health and Human Services Coordinating Council and the transfer of certain of the council's functions to the governor's office, the Texas Department of Health, the Texas Department of Community Affairs, the Texas Commission on Alcohol and Drug Abuse, the Texas Juvenile Probation Commission, the Department of Information Resources, the Texas Department of Mental Health and Mental Retardation, the Texas Department of Commerce, and the Texas Department of Human Services.
