Proposing a constitutional amendment to permit the voters of any county precinct to abolish, by precinct-wide referendum, the office of constable and to transfer that officer's powers, duties, and functions to some other constitutionally-established county elected official so specified; providing a method to change the specification and for a complete reinstatement of the office of constable.
