Relating to prevention of drug dependence and to treatment and rehabilitation of drug-dependent persons; providing the powers, duties, and responsibility of the executive director of the Texas Department of Community Affairs in establishing and supervising a drug dependence treatment program; providing for cooperation of other state agencies and members of the criminal justice system in carrying out the provisions of this Act; making certain records and information confidential; providing for development of plans for insurance to cover dependence on controlled substances or alcohol; providing for applicability of this Act to mentally ill or juvenile drug-dependent persons; providing certain admission, commitment, transfer, and release procedures; relating to police referral and disposition of drug-dependent persons.
