Relating to capital improvements and sites therefor in the Texas Medical Center in Houston for the Texas A&M University System in conjunction with Baylor College of Medicine to provide joint facilities for research and teaching the health professions; providing for the financing of same from general revenue and revenue bonds; providing the revenues to be pledged for the payment of the bonds; authorizing the board of directors to accept grants and gifts.
