Relating to amending certain Acts to provide for geological, geophysical and other surveys and investigations of islands, salt water lakes, bays, inlets, marshes and reefs owned by the State of Texas within tidewater limits and that portion of the Gulf of Mexico within the jurisdiction of Texas, and all unsold public free school land both surveyed and unsurveyed, and all rivers and channels belonging to the State; providing for the promulgation of rules and regulations to prevent the unnecessary pollution of waters, destruction of fish, oysters and other marine life and obstruction of navigation; providing for the issuance of permits; providing a fee and directing the deposit thereof in the State Treasury to the credit of the Permanent School Fund; providing a fee and directing the deposit thereof in the State Treasury to the credit of the Land Office Mineral Fund; creating such a Fund; providing that said Fund shall be used for the enforcement and supervision of rules and regulations and all other lawful purposes involved in mineral leasing, exploration and development; making an appropriation out of said Fund; providing for the transfer of funds in excess of $30,000 remaining in said Fund at the end of the biennium ending August 31, 1957, to the General Revenue Fund.
