Relating to certain patient-student workers who are clients of care facilities of the Texas Department of Mental Health and Mental Retardation and the wages to be paid to such patient-students; providing that the department will promulgate rules to effectuate this section; delcaring that this section does not create an employer-employee relationship between the Texas Department of Mental Health and Mental Retardation and these clients; providing for severability.
