Relating to enhanced penalties for the manufacture, delivery, and possession of amphetamine, its salts, optical isomers, and salts of its optical isomers; establishing penalties for the manufacture, delivery, and possession of (1) phenylacetone, and (2) 1-phenylcyclohexylamine and 1-piperidinocyclohexanecarbonitrile (PCC); and establishing a minimum floor penalty for the manufacture, delivery, and possession of a substance added to a schedule of the Texas Controlled Substances Act by the Commissioner of the Texas Department of Health.
