Relating to the issuance and sale of revenue bonds as special obligations of the Hospital District of the City of Amarillo; providing the powers and duties of the city governing body and the board of managers of the hospital district; providing proceudres for issuance of the bonds, their terms and conditions; total maximum amount, and their security; providing for the investment and use of proceeds; providing for refinancing or refunding hospital bonds along with other bonds issued by the city and the issuance of additional bonds; providing characteristics of the bonds and for their eligibility for investment as a security for deposit of public funds; authorizing the city to levy taxes within certain limits against the taxable property of the district.
