Transferring duties and authority of the comptroller of public accounts to the State board of Control in regard to the transfer of personal property from one state agency to another and the sale or other disposition of surplus state property; relating to the authority of state agencies to transfer personal property and the duty to report such transfers to the board; relating to keeping and adjusting state inventory records.
