Amending Article 2351, Vernon's Texas Civil Statutes, as amended; providing that the Commissioners Court of each County and of this State is authorized and empowered to acquire a surface water supply and to acquire lands, interests in lands, and facilities for the transportation of surface water; containing other provisions relating to the subject; and declaring an emergency.
