Authorizing the construction and equipment of passenger and shipping terminals, stations and related facilities in addition to or in combination with off-street parking facilities, permitting the sale, lease or other disposition of unneeded subsurface of and air rights above such facilities, and enacting other provisions related to the subject, and declaring an emergency.
