Relating to constituting a local law for then maintenance of the public roads and highways in Bowie County by authorizing the county to issue certificates of indebtedness for the purpose of acquiring right of way for the designated state highways, including farm-to-market highways, or federal highways when the acquisition of such right of way is approved by the State Highway Commission.
