Relating to amending certain Acts enlarging Houston County Water Control and Improvement District No. 1 to be coterminous with Houston County, Texas, to empower the Board of Directors of such District to authorize and issue bonds of said District payable from revenues only without submitting the question of the issuance of same to a vote provided that the bonds are payable at least in part from revenue derived from a contract or contracts with cities and the question of the making of the contract or contracts has been favorably voted by the qualified taxpaying electors in each of the cities contracting with the District.
