Relating to proposing a constitutional amendment to provide that the Legislature shall have the power to raise the maximum amount of monthly payment to each needy aged person from state funds to Thirty-two Dollars ($32); providing that total payment to the needy aged, needy blind, and needy children from state funds shall not exceed a certain sum; and providing for the payment of an additional sum from state funds to the needy aged for certain purposes.
