Relating to amending a certain Act providing that amounts allocated to the Teacher Retirement System for the fiscal years beginning September 1, 1961, and September 1, 1962, shall be transferred to the General Revenue Fund, and making appropriations from the General Revenue Fund to the Teacher Retirement System during each of these years; providing an effective date.
