Relating to amending the Penal Code making unlawful and void any part of an agreement, arrangement or other device which requires or permits a carrier to pay a levied charge, allowance, assessment or compensation to any person or organization if such charge, allowance, assessment or compensation is dependent or contingent upon the use of another mode of transportation; prescribing penalty therefor.
