Relating to the disposition of land owned by navigation districts heretofore created under the laws of this State and having within their limits a city containing three hundred and seventy-five thousand (375,000) population or more; authorizing the governing boards of such navigation districts to make exchanges of land or sales pursuant to exchange of lands.
