Relating to making an appropriation to the Texas Commission on Alcoholism for the purpose of carrying out the provisions of Chapter 411, Acts, Fifty-third Legislature, 1953, including the payment of salaries, and all necessary operating and contingent expenses; providing the Commission shall not solicit funds.
