Relating to creating in the Treasury a Youth Development Council Fund, providing for the transfer of the accumulated balances from the Old Age Assistance Fund, Children's Assistance Fund, and the Blind Assistance Fund to the Youth Development Fund and appropriating a portion of the same to the Gainesville State School for Girls, to the Youth Development Council Central Office and the Youth Development Council.
