Relating to amending a previous Act, providing a means of serving civil process upon non-residents of this State, their agents, servants or employees, in any civil action or proceeding against such non-residents, their agents, servants or employees, growing out of any accident or collision in which said non-residents. their agents, servants or employees may be involved while operating a motor vehicle or motorcycle in this State.
