Relating to amending a previous Act, by authorizing the Texas Library and Historical Commission to establish and maintain in the State Library a records administration division which shall manage all public records of the state with the consent and cooperation of the various state departments; declaring provisions of this Act to be severable; repealing all laws in conflict.
