Proposing an Amendmentproviding that the Legislature shall have the power to provide, under such limitations and restrictions and regulations as may be deemed by the Legislature expedient, for assistance to physically handicapped individuals, who are under 65 years of age, and who are not eligible for Old Age Assistance or Aid to the Needy Blind, and who are not feasible for vocational rehabilitation, and who are not inmates of a State supported institution, and for the payment of such assistance in an amount not to exceed Twenty Dollars ($20) per monthly out of State funds.
