Relating to amending the Revised Civil Statutes relative to providing that each of the parties entering into a contract of marriage in Texas be thoroughly examined by a physician to determine freedom from syphilis and all other venereal diseases; establishing certain laboratory procedures; establishing certain procedures for county clerks issuing marriage licenses; providing penalties for violation of provisions of this Act.
