Relating to authorizing any county, one or more boundaries of which is coincident with any part of the International Boundary between the United States and Mexico, which may have entered into an agreement with the United States to acquire and upon request to convey to the United States land or interest in land desired by the United States in aid of navigation, irrigation, flood control or improvement of water courses, to secure said land or interest therein for ultimate conveyance to the United States.
