Relating to aiding the Town of Freeport, Texas, in raising, strengthening and enlarging existing levees now partially protecting the said town from tropical storms and calamitous overflows by donating and granting to said Town of Freeport for a period of twenty years commencing with the fiscal year beginning September 1, 1940 the State ad valorem taxes collected in certain district; providing a penalty for the misapplication of funds.
