Relating to enabling the Board of Regents of the University of Texas to accept, on behalf of the State, donation of lands on which taxes are past due, and to appropriate the same to the use and benefit of the University of Texas or any branch thereof as same may be directed by the donor and to protect the University of Texas or any branch thereof from enforcement of liens for land so donated.
