Relating to validating certain bonds of cities in the State of Texas operating under the General Laws of the State and located in counties having a population of less than 80,000 and more than 70,000 according to the last preceding United States Census, which bonds have been heretofore voted and which bonds are payable out of the revenues to be derived from the operation of the city's water works system.
