Relating to providing for the reorganization of a Rangers Force for the protection of the frontier against marauding and thieving parties, foreign foes or an enemy of the State of Texas or the Government of the United States, and for the suppression of lawlessness and crime throughout the State, or to suppress any invasion from an alien enemy of the State or any State of the United State of America; prescribing duties and powers of members of such force; regulating their compensation.
