Relating to conferring power upon the Railroad Commission of Texas to require non-grade crossings, when the public interest requires them, at the crossings of the lines of steam and interurban railways with public highways, to apportion the costs thereof amongst the owners, etc., of such railways or between the owners, etc., of such interested railways and interested counties, cities or towns; providing penalties and other remedies for the enforcement of such orders.
