Proposing an amendment to Section 51, Article 3, of the Constitution of the State of Texas; providing that the Legislature of the State of Texas, may from time to time pass suitable laws for the purpose of granting pensions to soldiers and sailors who served in the Confederate army and navies and to soldiers, who, during the war between the states, served in organizations for the purpose of protecting the frontier against Indian raids and Mexican marauders, and to soldiers who served in the militia of Texas during the war between the States and to the widow of all such soldiers and sailors.
