Proposing an amendment to Article 8 of the Constitution of the State of Texas, in reference to taxation and revenue and providing that the Governor shall submit the same to the qualified voters of Texas at the general election to be held on the first Tuesday after the first Monday in November 1920, and appropriating $5000, or so much thereof as may be necessary to pay the expenses of carrying out the provisions of the resolution.
