Relating to amending certain acts in order to carry out the provisions of Article VII of the Constitution of the State of Texas, providing free textbooks for the use of children attending the public free schools of the State; authorizing and empowering the State Board of Education to set aside a sufficient amount out of the revenues derives from state taxation, set apart annually for the benefit of the public free schools.
