Relating to constituting Dallas County the Fourteenth, Forty-fourth and Sixty-eighth Judicial Districts; that said courts shall not exercise criminal jurisdiction and shall exercise concurrent jurisdiction in all civil cases and proceedings of which district courts are given jurisdiction by the Constitution and laws of the State.
