Relating to any action for damages for personal injury, death or property damage sounding in products liability defining a "defective product," and providing a defense based upon compliance by the manufacturer in the design, testing, and manufacturign process with the generally recognized and prevailing state of the art in existence at the time of design, testing, or manufacture.
