Relating to the right of a proposed mental patient or mental patient to refuse electroconvulsive therapy, insulin coma therapy, or all other therapies which require the occurrence of a convulsion and that any such therapies received shall only be received when the proposed mental patient or mental patient is duly informed and consenting of the therapy; providing penalties.
