Relating to a revision and reenactment of the laws concerning roads, bridges, and subdivisions under the jurisdiction of counties, road districts, and certain other political subdivisions and to powers and duties of state and local officials and governing bodies; providing for the creation of road districts; providing for the issuance of bonds and the levying to taxes; providing for credit agreements; providing for the use of bond proceeds to pay or establish a reasonable reserve to pay interests on notes and bonds; containing other provisions relating to the subject; declaring an emergency; providing enforcement procedures and penalties.
