Relating to the creation, funding, dissolution, and powers and duties of a special district in counties with a population of more than 860 thousand but less than 2 million and which contain two cities within such counties which contain more than 150 thousand population, each, and certain adjacent territory to administer a system by which the 9-1-1 telephone number is used as the primary emergency telephone number and to the powers and duties of the director and of the board of managers.
