Amending the Texas Education Code to prohibit any employee of a public school district from allowing any underaged student of such district to remain overnight at private recreational facility; providing an exception and an affirmative defense; prescribing a penalty including a fine or jail sentence, or both, as well as the suspension or revocation of any teaching certificate issued to such employee; providing for the issuance and revocation of permits; and declaring an emargency.
