Relating to the power of the railroad commission to review and approve, for purposes of the Outer Continental Shelf Lands Act Amendments of 1978 and any other federal authorities, applications for the purchase of natural gas by public utilities subject to the authority of the railroad commission, and to the price paid by gas utilities to affiliated interests for certain natural gas.
