Relating to certain reinvestment zones which have been created or attempted to be created pursuant to Article 1066e Vernon's Texas Civil Statutes, as amended; validating all acts and proceedings relating to the creation, designation, organization and operation of such zones; validating tax increment bonds payable as to principal and interest out of the tax increment fund established for such reinvestment zone; setting forth procedures for the approval and registration of such bonds and for the testing of the validity of such bonds; containing other provisions pertaining to the subject; and declaring an emergency.
