Relating to authorizing and directing the administrative or governing authorities of the public educational institutions of the State to except and exempt from the payment of all dues, fees and charges except for board and clothing all citizens of Texas who served as nurses or in the armed forces of the United States during the late war, who were honorably discharged and not entitled to benefits under the Vocational Rehabilitation Act.
