Relating to providing for the establishment and maintenance of an institution for the care, training and education of women offenders, to be known as the State Reformatory for Women; providing for a board of control, and for management of said institution; prescribing who shall be admitted thereto; providing for rules regulating the same; making an appropriation for the establishment and maintenance of same.
